First, try to understand how the devil (Satan) works? Devil only makes bad deeds attractive & instigates bad ideas into minds. Once a person falls in his trap, starts thinking on the evil script, the devil attacks him more powerfully because of weakness, the weakest point of a person is the best time for Satan to trap. As a disease weaken the human body, in the same way, committing sins is a spiritual disease or illness. It weakens a person, especially when he commits sins. Now a weak person falls in his trap. He has no clue to escape from his cunning tricks.
Otherwise, the devil has no force or power to implicate his policies but only instigates bad ideas in mind. Leaving this on a person, he adopts his guideline, which takes him to the hell or works on the road map that Allah has set for him. Allah says in the Holy Quran in Surah Nahal verse 63.
By Allah, We did certainly send [messengers] to nations before you, but Satan made their deeds attractive to them. And he is the disbelievers' ally today [as well], and they will have a painful punishment.
In short, "What can he do to a person, who doesn’t worship him?" Nothing! As I said, he only traps the people with his cunning tricks but has no power over courageous, people having a firm belief in Almighty Allah. I mean that forcefully he can't compel anyone to worship him, no need to afraid from him but fear Allah you will be saved from him.
