The second half of a question raises ambiguity & uncertainty about God as if He is there or not. No doubt, certainly, He is there.
Now come to the first part of the question, why do we suffer in this world in the presence of God. These suffering are due to many reasons:
Firstly, when a mother observes her child’s behaviour may lead him to a disaster, she behaves rudely or punishes him heavy heartedly just for his upbringing. She does not take revenge but practices this for the love and affection she has. The same is with our Lord. He is compassionate, merciful and loving more than a mother. But the suffering that we observe in this world are resultantly good for us if not here then hereafter. But we are ignorant like the child who regards his mother a cruel one.
