It is a proverb “hath kangan ko arsi kya
Its second part is parhy likhay ko farsi kia
ہاتھ کنکن کو آرسی کیا، پڑھے لکھے کو فارسی کیا
The second part of this proverb is now out fashioned as in Mughul’s period Persian was official language of government, at that time any person was considered literate if he knew Persian, now the Persian has lost its prestige, and position in subcontinent Indo-Pak.
It means when a person know an art, skill, work, he is thoroughly aware of its tactics, techniques and so, it does not matter for him where is he standing, what time is that, how many people are there, he just start his work and complete it in a fashion,
For example a person show himself master of chess, so it will be said to him, here is a chess, let us play, A master will never hesitate but noob (beginner) will make lame excuses which will not be accepted. He has to adopt the challenge. be careful in declaration, but if you own any skill do not hesitate, be confident and make your effort you will be crown with success.
