No, speaking fluent Arabic is not a requirement to be considered a true Muslim. A true & good Muslim & fluent in Arabic are two different notions. These are neither synonymous nor contradictory words. It is not necessary at all, to become a good Muslim. A person doesn't need to be fluent in Arabic. He becomes good or bad by his deeds and intentions. He may belong to any language, color, race, or a country.
As I said earlier, knowing Arabic and becoming a true Muslim are two different things. A Muslim who knows Arabic may or may not be a good one. Yes, it is true that when a person loves a language, he tries to learn it; at least he wants to learn it. This is the case with a good Muslim in Arabic. When he comes to know that it is the language of my beloved Prophet and the Holy Quran which is the book of guidance, so at least he will try to learn some Arabic to get guidance from the Holy Qur'an.
